About Helen Barker, the CLHA’s First HCA Council Member

The CLPNA is happy to welcome Helen Barker to the Council as its first regulated Health Care Aide (HCA) member, bringing more than three decades of frontline experience and leadership in continuing care and acute care settings. Helen has pursued extensive professional education in medical administration, infection prevention and control, safety, and clinical support systems.

Her career spans roles with Palliser Health Region and Valley View Nursing Home, where she served as an Assisted Living Supervisor, and she has been a dedicated HCA with Alberta Health Services since 2009. Helen is known for her strong patient advocacy, professionalism, conflict-resolution skills, and ability to lead in dynamic, high-pressure environments. She also currently contributes her expertise through service on a human resources committee, further demonstrating her commitment to effective governance and workforce development. Helen’s deep practical experience, commitment to safe and compassionate care, and strong leadership abilities make her a valuable addition to the CLHA Council.

What Does the Council Do?

The Council of the CLHA has an important role in guiding the organization. This role includes:

  • Steering the strategic direction of the organization, helping to shape goals and priorities each year.
  • Monitoring the organization, including everything from financials to policies.
  • Approving education programs, including HCA certificate programs (in the future) and practical nurse diploma programs.

Council membership consists of 50% regulated members (either HCAs or LPNs) and 50% public members (appointed by the Government of Alberta).

Will HCAs Be Able to Sit on Other CLHA Committees?

The CLHA will have a number of committees to support decision making in a few important areas: conduct, competence, and education program approvals. These committees will start recruiting HCAs at different times throughout 2026. More information about each committee/tribunal is below.

Hearing Tribunal

Members of the Hearing Tribunal are experienced professionals who serve as the decision-makers at the disciplinary hearings of investigated complaints.

Complaint Review Committee

Complaint Review Committee members review dismissed complaints of unprofessional conduct.

Competence Committee

Members of the Competence Committee make recommendations on continuing competence requirements.

Education Standards Advisory Committee

The Education Standards Advisory Committee (ESAC) is appointed by the CEO of the organization. Members make recommendations to the CLHA Council on approvals for education programs such as HCA certificate programs, practical nurse diploma programs, and more.
